Hi Skunk Ray, Navjotsnanda may have a valid point over here.
There have been two rulings/directive regarding Refund of Fees.
1. By the Govt. of India.
2. By the Honourable MRTPC court.
while the Govt of India directive is basically for AICTE/UGC approved institutes and deemed universities. The MRTPC Court ruling is specifically for MBA fees refund. The MBA institute in question being the reputed SPJIMR.

Hey Genius1729, Good to see you back again. You are right . Its for schools falling within the AICTE/ UGC fence. Hence does not apply to schools such as Great Lakes and Indian School of Business.
The article about SPJIMR is a 2006 article and lots have changed since then . Well, maybe not, considering the glorious pace at which the Indian Red Tape Industry moves.
The second link clearly states AICTE /UGC.
Moreover ,we had similar questions raised last year when we were there with a Great Lakes admit while the other results were not yet out. We were told "a rule is a rule is a rule ( repeat until the tongue starts to ache) ". And we had to follow.
