Clock is slow by 4 mins every hour..so in 3.5 hrs 14 mins slow....
Now it's delayed by 4/60 mins per min..so in 15 mins it'll be delayed by 1 min

So clock shows noon in 15 mins...which also accounts for the extra delay of 1 min in covering those 14+1 mins
