Well, even if buffer calls are there, the calls are always confirmed. Buffer calls don't mean that some people getting the calls can be rejected later, that's not possible.
AFAIK, even in WL movement, institutes give some buffer calls. Like, this WL movement of 20 may mean actually 15 seats are still left vacant. But again, last year too, WL movement was very less initially but it picked up later.
All in all, guessing WL movement is the toughest job to do. I know it's not easy to sit still when so much is at stake, but it will be better not to guess the movement.
