According to me you should join Accenture. It has a very good work culture and one has good scope there as it is a big brand. The pay is also far better in Accenture. You can also ask the resource management people in Accenture to put you in some vlsi related project. The technology is quite good but the world doesn't end here. Today Java and .Net are also booming technologies.
If you are very much interested in vlsi then go for Wipro as in accenture no one can assure you that you will get some vlsi project. And if you are open to Java and >net also then you can join accenture. Majority of the projects of service provider companies revolve around these two technologies. So you will not find hard to get into one of them anywhere.
My personal opinion: One should never opt for Indian MNC if he has an option of other MNCs. You will notice a huge difference in work environment.

If you dream big, join the best.
Failure will never overtake me if my determination to succeed is strong enough.
