Mate ,
Looking into the profile,you should be more that confident for applying if you can prove the worth of the time & the situations you have worked into,the learnings that your assignments have brought for you.
Regarding the gap,there are many able people who take HIATUS from their jobs/studies in oder to pursue their interests(this concept however not much prevalent in India yet) so you donot have to worry abt that if you can explain appropriate reasons for the gap
Also,there is nothing like Gov sector experience being weighed lesser than that of others.
