One of the objectives of Government of India’s decision to demonetise old currency notes was to curb black money being generated in the country. A lot is debated about black money but there is little clarity What is black money?

Definition of Black Money- assets or resources neither reported to public authorities at time of generation nor disclosed at any time during their possession. These resources/assets/incomes are generated in two ways:
i. Generated through illegitimate activities like smuggling, corruption, counterfeit currency
ii. Generated through legitimate activities, but is under reported and not paid to State exchequer in other words, this is called tax evasion
Factors which incentivize tax evasion in India have been identified under two categpries- social and administrative.
Administrative- effective procedures and burden of compliance should be distributed or eased
Social- under-reporting or non-payment of taxes is socially accepted. Compliance with tax rules is not a virtue
Ways of generating black money- There are different ways in which tax is evaded like manipulation of sales/receipts/expenses, not maintaining book of accounts, international transactions through associate enterprises.
Sectors which are vulnerable to creation of black money are real estate and land, bullion and jewellery, public procurement, informal sectors, financial markets, external trade and transfer pricing.
