"Announcement regarding Admissions to M.A. programmes (Indian Nationals) were to be made on 12,Sept, Monday" (source : TISS Office). So, although delayed, expect the same any time soon. Announcement will be made on their website - Welcome to Tata Institute of Social Sciences €” Tata Institute of Social Sciences . "It will be an online application process" (official source).

Dont worry about last date to apply, as you will have plenty of time (generally till oc't).

Examination has been traditionally held on second sunday of december every year.
