The ratio of no. of posts to paper 1 qualified is 2015 : 5.29 2016 : 7.66 2017 : 16.00. Why such a huge difference?

Sometimes i wonder who are the people selected for mains? 2 friends of mine with GATE ranks under 500 and 200 and ESE pre qualified with expected marks as 280 and 307 couldn't make it to mains examination of SSC JE(where selected candidates are 4000+). Those selected must have done some outstanding hardwork (by crook) on the exam date.
Shankar ias is je pre selected so he calls himself ias. I am selected in cpwd gen, gate air under 200. I should call myself chief secretary.
