Pradham Mantri Sahaj Bijli Har Ghar Yojna (Saubhagya) , with an outlay of Rs 16320 crore , majorly aims to benefit the rural households, those unelectrified according to the Socio economic and caste census and those not in records as well.
Apart from the prime motivation of making electricity affordable, the expected outcomes of this project by the end of Dec 2018 include environmental upgradation, improvement in health and educational services, job creation and improved quality of life for those incapable of affording a legal power connection. The nodal agency Rural Electrification Corp. Ltd. , has also to ensure solar power backups for the remote households enabling them to use 5 LED lights with a fan and a power plug covered under repair and maintenance for next 5 years. The whole plan requires proper implementation keeping in mind the past scope of improvement in similar schemes.
A major hurdle in planned implementation comes with structural issues in making the electricity affordable while incentivizing it for the DISCOMS as well. Since illegal connections are not covered in the database , it becomes indispensable to remove any existing fallacy. Earlier planned UDAY scheme could also not make much difference in restructuring the debt stricken DISCOMS, this time the govt shall ensure an increased supply to serve as a common solution to both the problems of demand shortage for DISCOMS and affordability for households.
