On the Hall Ticket it is written as "On the basis of the results of the written part of the CGLE 2106". Does it mean Tier 2 or Tier 3?

My tier+tier marks are 447.75 (UR), average tier 3. I am from delhi. Due to some family issues, I cant go out of delhi. Can anybody suggest me my post preferences so that I can get posting in delhi itself.
I am new to this(first attempt), so no idea abt this. I tried to find the information on net, but could not find any relevant data to decide the preferences.
If any experienced buddy can share this, that would be of grt help.
