Message of Shri A. Bhattacharyya, outgoing Chairman, SSC
Dear Friends,
I took over as SSC Chief on 20th March, 2013. I assumed the office of Chairman, SSC at a time when the Commission was passing through challenges in the form of attack on the integrity of the examination system, outdated system of publishing of result and process of nomination. The Commission in fact had to conduct the Combined Graduate Level Examination, 2013 afresh as the examination process was suspected to be vitiated by anti-social elements.
2. During the last two years, while the Commission managed to take many new initiatives, an Expert Group was set up to review the existing examination system and to make recommendations to reform the same taking into account the latest development in the field and the challenges being faced in the conduct of examinations. The Report of the Working Group is under consideration of the Government. As a part of this process, the work on revision and updation of the Commission's Hand Book of Procedure and Supervisor's Manual which were almost a decade old was undertaken. With a view to defeat the attempt of unscrupulous candidates who indulge in malpractices through mobile phones and accessories, the Commission introduced the system of installation of jammers in examination halls, use of videography in the conduct of examinations and utilization of the services of CISF/Delhi Police personnel in the examination centres for frisking of candidates to check attempted malpractices.
3. In the field of application of IT enabled services, several initiatives were taken. Online Collection of Vacancies for Open Examinations was introduced which made the collection and compilation of vacancies trouble free. The introduction of Online Data Verification System has helped us in ensuring accuracy of data relating to candidates and speedy transmission of dossiers of selected candidates to the user departments after the declaration of result. Against an average period of 1-2 years earlier the dossiers of successful candidates are now sent to the user department within a period of 6 months. The bio-matric identification of candidates has reduced the possibility of impersonation in the examination halls.
4. The website of the Commission is the most accessible and effective tool for dissemination of information to the candidates relating to the Commission's activities and latest developments relating to various examinations. The Commission's website has been re-designed and made more structured and candidate friendly.
5. In regard to the Government's decision to dispense with interview for all Group 'B' non-gazetted and Group 'C' Posts from 01.01.2016, Commission has dispensed with interviews and the Commission has put in place alternative mechanism for recruitment to those posts for which interview was the only mode in a record period. The Commission now propose to conduct online/offline examination for recruitment to those posts. The Commission has developed software for the online test in-house with the help of NIC and the first online test was successfully conducted on 26.11.2015.

6. I am demitting office today with a sense of satisfaction. I am sure the innovations started by the Commission during the last couple of years would go a long way in strengthening the system followed in the Commission's examination. I am grateful to my colleagues in the Commission for all the assistance and cooperation received from them. I am also thankful to the user departments and the candidates for their cooperation & suggestions for improving the system further.
7. I wish all candidates all the very best and would advise them to have full faith in the Commission's ability to make recruitment in an absolutely impartial, objective and transparent manner.
