All retiring central government bureaucrats will soon be able to leave behind a 1,000-word note on their significant achievements during service that can be put up online so that serving officers can draw inspiration and build on those ideas. 

The ministry of personnel, which reports to the prime minister, has circulated a concept paper to all ministries, proposing to create a platform for retiring employees to volunteer to showcase "commendable work" done during service. 

"While the retiring employees can look back with satisfaction and a sense of fulfilment, this would also create a database of useful suggestions and information... It will also act as a motivator for serving employees," the concept paper says, asking the ministries to give their comments by November 30. 

The ministry has, however, specified that comments which are religious or political or against national interest must not be included in the note. It has also specified that commendable work will include "any work that has contributed to the efficiency, economy and effectiveness in government functioning, any innovation which led to improved work culture or manuals or publications related to work created by the retiring employee". 

The bureaucrats will be required to submit a write-up of not more than 1,000 words six months before their retirement when they apply for pension. "Since most successful ventures would have contributions of the entire team, retiring persons must ensure that names of other members of the team are indicated in the write-ups," the ministry has said in the concept paper. 

According to the ministry, initially an online facility will be provided only to retiring employees for submitting the note. "The exercise would be completed at least one month before retirement and the result uploaded on the departmental website. The website will clearly indicate that the contents and suggestions are as provided by the retiring employee," the concept paper says. 

The retiring babus will also be asked to mention if they would be willing to volunteer for social work post-retirement. "This would be a wonderful opportunity to garner the resource of retiring employees for voluntary contribution to nation building post-retirement," the paper says. 

The ministry has also implemented a programme to provide counselling to employees who are about to retire as the government intends to utilise the services of these officials for useful interventions in society like evaluation of development schemes being implemented across India. As per a government estimate, there are about 40,000 fresh retirees every year from central government civil establishments alone, while the number could be over a lakh if personnel from defence, railways, posts and telecom were to be included. There is already a pool of 50 lakh existing pensioners.

1) Bangalore becomes 'Bengaluru'; 11 other cities renamed: Country's IT city Bangalore will now officially be known as Bengaluru. Now, 12 of Karnataka's towns will officially be known with their Kannada names. The decision came on the 69th anniversary of the formation of the state of Karnataka. The decision was hailed by many noted personalities of Karnataka. Using ATMs (automated teller machines) to withdraw money or for other purposes such as balance enquiry beyond five times in a month will attract a levy of Rs.20 a transaction from Saturday.

According to the Reserve Bank of India's new guidelines that come into force from Saturday, bank customers in six metros -Delhi, Mumbai, Chennai, Kolkata, Hyderabad and Bangalore - are allowed to withdraw money and/or carry out non-financial transactions like mini-statements at ATMs of banks, where they hold saving/current accounts, free of charge only five times a month.

Every transaction beyond this threshold will be charged Rs.20 per use.

Besides, the number of free transactions at ATMs of non-home banks has been cut to three times a month from five times.

The RBI, however, clarified that nothing precludes a bank from offering more than three free transactions at other bank ATMs to its account holders if it so desires.

The cap in the number of free ATM transactions will not apply on small/no-frills or basic savings bank deposit account holders who will continue to enjoy five free transactions.

At places other than the six metro centres, the facility of five free transactions for savings bank account customers will remain unchanged upon using other bank ATMs.

Swiss banks may no longer be a safe haven for unaccounted money, but even wealth on which tax has been duly paid is not safe in a bank locker. This was reinforced earlier this week when unidentified men dug a tunnel into the locker room of a Punjab National Bank branch in Sonepat, prised open 89 lockers and decamped with the contents.


According to the Reserve Bank of India guidelines, banks are not responsible for the contents of the lockers. A bank only needs to provide for protection of the lockers.


"The relationship between the bank and the locker customer is that of a lessor and a lessee," said Narayan Raja, CEO, Banking Code and Standard Board of India (BCSBI). "Since the contents of the locker are never shared with the bank, it is not responsible for the contents."


According to Section 152 of the Indian Contract Act, a bank is not responsible for any loss or damage to the contents of a locker.


Even the valuables deposited in lockers are not insured. "A bank does not have the ownership or knowledge of the contents of the locker and hence does not have any insurable interest in the matter," said a spokesperson of Axis Bank.


The law clearly appears loaded against the customer in this case. The customer is not only required to prove that the locker was robbed but also submit evidence of the extent of the loss. In the Sonepat incident, it won't be easy for the customers to provide evidence of the losses they claim even as there is clear evidence that the lockers were indeed robbed.


However, customers can claim some compensation if they can prove that the loss or damage happened due to negligence on part of the bank. "If the negligence by the bank is proved, or a bank employee was involved (in the theft), it becomes a vicarious liability and the bank is liable to pay compensation," said Mumbai-based advocate VT Gokhale.


But the compensation may not cover the full loss. In one case decided by the banking ombudsman, it was established that the locker had been broken into. However, the maximum compensation that the ombudsman could award wasRs 10 lakh although the customer had claimed a loss of Rs 23 lakh.


Consumer courts have also come to the rescue of customers in cases where negligence is proved.


In July 2007, the National Consumer Disputes Redressal Commission ( NCDRC) awarded compensation to a customer after termites ate into currency notes and important papers kept in the bank locker. It ruled that "the bank was bound to ensure that the respondent's locker remained safe in all respects".


There is not much that a customer can do to avoid such problems. Reading the terms and conditions of the locker agreement before hiring one is always a sensible precaution, though.


Avoid entities that make customers sign a declaration saying that the bank will not be liable for loss of goods in the locker. Similarly, check that the locker is in good physical condition and is not placed in a basement.


Don't take lockers in the lower rows and do make sure that the cash and documents are sealed in an airtight and watertight plastic pouch or bag.
