I'm expecting 143 in Tier 1 UR category should I go ahead and buy Test Series considering the fact that there is a possibilty SSC may take only 50k students for Tier 2 which may take cut off as high as 140.

Answer is first option but rule says  if in the active has/have + to + V(first form) then in the passive has/have to be Verb (third form) is used.

The second option should be correct!!

I have some bad news for people who think Tier 1 will be Qualifying.


Last year the same issue was being raised by some aggreived candidates.
