Article 370 is just like affirmative action for SC ST communities. You restrict access to some limited resources for that particular group and to preserve and grow culture of that community you disincentivize marriage of girls outside that group but incentivise marriage with outside girls. Just like child of SC boy gets benefits of reservation if he marries a Thakur girl, but vice versa is not true.
