Need some help here; Latest notice regarding DV says that obc NCL certificate should be dated before 16-6-17.. what if someone didn't have obc NCL certificate as on 16-6-17 , but he applied for it on any date after Above given date or even in 2018,2019? In this case , will he lose obc?
