I guess its a brilliant and an epigrammatic move by Shri Modi ji to inculcate effeciency into the system by hiring "domain experts " at the level of Joint Secretary , if implemented without bias this could definitely rid the system of the so called 'baboodom' and at least the menace of corruption at higher echelons of the governance. The IAS in my opinion is purely generalist in nature , why keep these people at positions where we require fervent individuals with proven expertise in thier respective fields. Apka kya kehna hai is baare mai ?
