Normalization is confirmed. Sectional cutoff in tier1 may happen if SSC wishes to do so. I hope SSC releases method of Normalization else there'll be a tsunami of cases.

Normalisation/scaling was always there in UPSC due to many different optionals. And UPSC had to face so many cases on methods of normalisation. Litigation in SSC will be there forever, IMO
