Suppose a businessman earns 1 lakh a month. He has to pay 35000 rupees tax. But to make his business competitive he steals 5000 rupees tax and pays rest 30000 rupees taxes.

But due to uninformed hue and cry against black money in the population, govt. shuts down his business. Now he doesn't earn 1 lakh so doesnt pay even 30000 rupees. But the main achievement is 5000 rupees tax evasion has been stopped.
