Goods and Services tax (GST) is a comprehensive taxation structure levied on manufacture, sale and consumption of goods and services at national level. It is a comprehensive tax that will subsume all smaller indirect taxes. It was long due in India and was passed as 'One hundred and Twenty Second Amendment Bill, 2014.'
Keeping in mind the federal structure of the country, GST has three components; the central GST, the state GST and Integrated GST (IGST). IGST will be levied and collected by the central government on interstate transactions under Article 269A(1) of the constitution. GST will be backed by a robust IT infrastructure known as GST Network (GSTN). It wil ensure a technical support for return filing, tax payments, GST settlement, and connecting CGST, SGST and IGST among others.
The structure of GST is such that it will tax only the end consumers and thus will avoid cascading of taxes. It will simplify administration, improve compliance, remove distortions in production, trade and consumption.
While drafting the GST, a major challenge was to fix revenue neutral rate, a rate at which there would no revenue loss to the government after implementation. Another hurdle would be after its implementation. The tax administrators will need to be trained as they would have to undergo ' learn, unlearn and relearn' process. The taxpayers and the tax collectors need to be given time to comprehend the situation.
Inspite of the challeneges, GST would be a significant step in the reform of taxation and a giant step towards transparency.
