Any queries regarding SSC CGL 2016 Tier-4

 It was stated in the Notification that "Certificates obtained in any other format will not be accepted. Certificate in the prescribed format for Creamy Layer Status for OBC candidates issued between 15.03.2013 and upto 09.09.2016 only will be accepted." If any OBC candidate has no certificate obtained in that interval, will his candidature be cancelled?
