At my time from what i remember, it went to WL3 because people were still confused about the college and a little hesitant. Last -to-last year it went to WL2. Still unsure about whether it went to WL3. Last year WL2. By that trend, as the popularity of the college increases, it might be WL2 because people take up offers elsewhere or decide to write exams again. Dont take this as an official comment though!
