See, first things first, a>0 in all options => the quadratic equation will face upwards .. so it can never attain maximum value at x = 0

Then, x>=0
f(x) = a(x^2) - bx -> roots are 0, (b/a) .. If (b/a) >0 => the quadratic equation will attain minimum value between 0 and (b/a) .. So, b and a should be of opposite signs to prevent that from happening..

f(x) = a(x^2) + bx -> roots are (0, -b/a) .. if (-b/a) same thing as above.. b and a should have opposite signs for attaining minimum value at x = 0

At x=0 f(x)=0, so for what range of a and b is 0 the maximum/minimum value of the function.
