1) "The road is under repair" is definitely right.

@ankit043 I guess this shuld clear: Normally than is used in the comparative degree, but with words like superior, inferior, senior, junior, prior, anterior 'to' is used..

rather than can be followed by a noun or a verb.
instead of is always followed by a noun - "of" signifies the need of a noun as an object of a preposition.
