I am unable to open AIMCMAT of TIME....says unauthorized access . Does anybody else also face the same issue?

will somebody please explain this concept to me??

A and B are running on a circular round starting from a common point... their speed ratio is 9:1.. how many times are they diametrically opposite by the time B completes 3 round?? What would be my approach if they start race from opposite end ?
