I am not able to pay my waitlist fee of 10000. When I put my details, it says 'Applicant is not registered'. What does that mean and what to do to rectify it?

Hi Team, Due to Lockdown going on in my area and closing of state borders , I was not able to collect TC and Migration from my college . Once , the travel services resumes then only I will be able to collect this document from my college . Will the waitlist amount of Rs. 10000 be refunded if we convert and chose not to join? There is no clarity about this mentioned in the mail? Also if we don't convert will all of it be refunded or not?
