You have a fair chance of getting a call. You would however need to improve on the ranking to be certain of a call.
There is no separate cut-off for freshers and work-ex. Its the same.

1. Depends on whether your are from Maharashtra or not. For OMS, there is no reservation for OBC as far as I know. I assume that you are OMS.
2. At a Rank of 466, you do stand chances for BIMM (Pune) for sure.
3. It looks tough for MMS Course of Top 4. But you do have chance for PGDM Courses of Sydenham, KJ, Wellingkar.
4. You have very good chances of getting a call from GIM. Application window has already started for the same. You can apply.

Most of the things has already been answered by Mangesh.
You do have a chance for GIM.
I would suggest you to apply & also give Feb CMAT and improve your score to some extent inorder to be sure for a Call.
Cut off is same for everyone except for those with Goan Domicile. They get some relaxation.
After that, everyone is on same page. And GD/PI Performance matters.

Chances cannot be said on this Rank. It would depend on number of people with better rank than you who are interested to apply.
Would also suggest you to give Feb CMAT & try to improve your Score/Rank.. !!
This is what I know --->MMS Seats --> You get the degree from Mumbai Univ PGDBM/PGDM ---> This you get from the college itself. You need to apply separately through college for this.With an All India Rank of 423, you do stand chances for PGDM Seats in KJ, Wellingkar.. !!

1. Chances regarding KJ-Gujrati Quota cannot be predicted as it would depend on No of candidates from Gujarat with better rank than you.
