The way this examination has been handled so far shows complete lawlessness prevailing in Jharkhand executive, administrative and legislative system. Interests of jobless youths who had taken the exams, has completely been ignored. Even after passage of a period of more than 3 years there seems to be no hope for the candidates who have taken the exam. The prelims for 6th JPSC CCS examination was conducted on December 18, 2016 and its result was declared in February, 2017. Vacancies against 326 posts were supposed to be filled through this examination. Initially, the commission declared 5,400 candidates successful. However, months later it revised the results and declared 6,100 candidates successful. The mains test, supposed to be conducted on January 29, 2018, had to be postponed by a year after some candidates approached the Jharkhand High Court with a plea citing incompliance of the reservation roaster in the prelims test. Taking cognizance of the plea, the State government constituted a committee headed by state revenue and land reforms minister Amar Bauri to look into the matter. In August, 2018 JPSC again issued fresh results declaring 34,634 candidates eligible for the Mains examination. In the middle of lot of uncertainties, JPSC somehow conducted Mains examination from 28 January, 2019 to 1 February, 2019. Now, it has been more than 8 months but still there does not seem any hope of getting the result in near future. In the meantime, JPSC has announced schedule for interview, as to be started from 20th November, 2019. Judiciary of Jharkhand has also left no stone unturned in bringing misery to the candidates. Whenever, there is deviation of rules, it certainly attracts law suites. In 6th CCS examination, JPSC has hardly followed any rule in any phase of exam, eventually causing litigation. The way judiciary dealt the case is also very disheartening. A case vide LPA/399/2018 on 27.07.2018 was filed by some Pankaj Pandey against decision of allowing more than 15 times the number of posts i.e. 4890 (15x326). After several dates, the court in the hearing on 16th September, 2019 declared that the Judgment has been reserved. However, no information about the date when the Judgment will be announced has been given. In the hearing dated 16th September, 2019 mentioned above, JPSC submitted that till then 50% copies were yet to be evaluated. The process of evaluation would take two more months, which means all the answer sheets would be evaluated by 16th November, 2019. If we believe in the statement of JPSC, then how can it conduct interview from 20th November, 2019, when it can hardly complete the evaluation process by that time? Also the case was subjudice and without court’s direction JPSC could not have declared the result. The declaration of interview dates seems just another tactic of JPSC to pacify the growing unrest among the candidates. Our wait for the result does not seem to end any sooner. Constitution of India encourages separation of power so that democracy flourishes. However, in this case, collusion of administrative, legislative and judiciary to exploit the jobless youth has lead to utter hopelessness. It seems that they are planning to drag the process further till the election arrives in the State. We look upon you as our last hope. Kindly help us to convey our voices to the ones who are in power so that they take some action towards our grievances and give us some relief from this hardship. Thanking You.
