Right: If Abraham Lincoln had been born in Livonia, he could not have become the President of the United States.
According to me this question test Hypothetical Subjunctive mood. And the answer should be:
If Abraham Lincoln were born in Livonia, he could not become the President of the United States.
In the corrected sentence, why couldn't we have used were?

becuase an event has happened in the past
The 2nd sentence correctly uses past perfect to refer to a past event (Lincoln's birth) that predates another past event (Lincoln's becoming/not becoming president).
u can use subjunctive mood like this

1-> students --> have correct ( "students" is a pural subject hence "have")
2-> As u know subject verb rule applies to all pronouns except "I" and "you"
SVO rule also does not apply to has-have when used as a "second" helping verb in a pair
eg.
The girl could have talked to me
The girls could have talked to me
both are correct
They do NOT apply to any other helping verbs, such as can, could, shall, should, may, might, will, would, must.
3-> "luggage" singular subject hence "has"
