Can you please explain me why we can not use to diagnose.

Vaibhav, I reckon Ashish is right. Picking "method for diagnosing" over "method to diagnose" is a tough call since this baby "method" is an abstract noun and may be followed by either of the two . That said, I am sure GMAT will give us other reasons to eliminate such choices.

This should not really concern you in this sentence, since the two choices (option D and option E) that use to diagnose have quite grave issues.

Both D and E seem to suggest the the disease involves introduction of a dye into the arteries of the heart; while we know that it is Coronary angiography that involves introduction of a dye into the arteries of the heart.

The answer should be d) since past is being discussed here and it's most precise and crisp presentation of the author's intent.

the above sentence incorrrectly applies without as a modifier to food, power and bills.

While the actual question *might* want you to imply that without is a modifier for food and power and with as a modifier for bills.
