In Q5: the subject here is THE PROPOSAL and not To TAX or TAXING.Taking this into consideration we can see that the meaning alters in C,D,and E.
In B, the use of may be is again not correct.
So A is the correct ans.I was also fooled by this.
One more thing that i believe is that: only a proposal can be enacted. taxing cant be enacted.

All these are basically explaining how the snake puts on his false show. Now first element of the list sets the stage for the next elements of the list. Thus, in reality the elements 2 and 3 as identified by you are part of element 2 itself. Thus, the list is
1: hissing and rearing back
2: broadening...and feigning...
Notice how both elements follow the same structure - verb-ing..and verb-ing...
And hence the punctuation is correct as is...i.e. no comma+and between broadening and feigning.

In fact these two actions - were written and outnumber are really two different characteristics of the letters.
Lets consider an example sentence:

This sentence is correct. In this sentence, the verb-ing modifier makes complete sense with the preceding clause. The expectations of the producers were exceeded by virtue of the film receiving significant critical acclaim.

concerning isnt right. So E is out.
In option C, Whether or not....is also not correct.

ANS3: Like is used to compare 2 nouns.

Its merits sounds fine.So,option D & E are ruled out.Morover,proposal to tax is perfectly fine.So,option A sounds much better than "Taxing" in option B & C.
