I noticed this comment about missing pronoun error in Choice A. Your statement above is not correct. The pronoun - their is absolutely correct in the correct choice.
There are no legal limits, as there are for cod and haddock, on the size of monkfish that can be caught, a circumstance that contributes to their depletion through overfishing.
This sentence can be simplified as follows: Clause 1 - There are no legal limits, as there are for cod and haddock, on the size of monkfish Clause 2 - that can be caught, Phrase 1 - a circumstancethat contributes to their depletion through overfishing.
As you can see above, the two pronouns - that and their - refer to "MONKFISH". Notice how it would make sense to say that "monkfish is caught". "Size is caught" does not make sense.
I think you may have made the statement above thinking that a pronoun cannot refer to an antecedent that is in prepositional phrase. I have seen many people use this as as a guideline. Please note that there is no such rule. It is perfectly acceptable for a pronoun to refer to a noun that resides in a prepositional phrase.
The rose shrub in the parkthat is 2 miles in perimeter is now blossoming with white colored roses.
Note how the pronoun "that" refers park. Park is part of the prepositional phrase.

Once again, as I always say, let the meaning of sentence guide you. As you just saw, just by changing one word in the sentence, we changed the sentence from being meaningful to being non-sensical.
Lets consider another sentence: As you can see, both sentences have similar constructions. But in sentence 1, it makes sense for the modifier only to modify "monkfish". In sentence 2, however, it makes sense for the modifier to modify "size of monkfish".
1: Size of monkfish that can be caught is not legally established.
2: Size of monkfish that is the upper limit of the legal requirement for fishing was established by the Center of Monkfish Preservation.

In this sentence "that" cannot refer to size because it does not make sense to say that size was caught. See my previous post in which I show another version of this sentence in which it makes sense for the modify to modify size. :)
