Definitely C, D, E are out. I think you got that. A is true but I do not think it explains the specific statistic on prenatal care. So we can keep that with us for the moment. B is also solid ... as if you don't help unhealthy pregnant ladies then they will face more problems in the future (this is stated) and probably even have an expenditure on the children they give birth too (this can be thought of to strengthen the case).
Between A and B, we would have to go with B as it is specific to the question.
