Hi frnds

need some help

My B.Tech degree is  Engineering Product Design in Industrial Electronics.

Most of the courses are from Electrical Engineering Department and a few design related courses from Industrial department.

So , can I write EE paper and apply for PSU jobs in EE. I mean companies have certain preferences when it comes to disciplines, so will this be a problem ?

I have a conceptual doubt in the layering approach. 

The actual data is data is transferred through the physical layer but then why all the other layers like transport or network also transfer data in different forms i.e packets,segments ? What type of data is that?
