With reduction in nmbr of ministries, will the posts of Assistant also come down?

So from today onwards NDA rule commence officially in our country. Looking from utilitarian perspective good for the country as more jobs and more efforts will be put in private sector. But somewhat pessimism will develop in Govt sector as there will be massive decrease in govt. jobs in accordance with the principle of minimum govt. and maximum governance. There will be increase of work load on govt sector employees which will result in increase in efficiency. The govt will run on the basis of Gujrat modal and it is bitter to accept that since many years they have not conducted any state civil services exam. Modi's bureaucracy believes in lateral movement of officers and those bureaucrats from gujrat are being transferred to center. Looking at the scenario there will be reduction in govt jobs from notifications to be released in the Modi's govt. So this is the last chance for us for the exams which are destined to be much more competitive next year...Put ur best effort and grab as soon as possible a good govt. job.....

Hi Guys,

As we are reading in different blogs and on different forum that Vacancies in Govt sector will going to decrease now as BJP will try to revamp the economy by focussing on creating private jobs, which is not a good scenario for govt job seekers.๐Ÿ˜ ๐Ÿ˜  So please submit your concerns regarding this that new should not underestimate the power of common people and in no way even think to reduce the vacancies in govt sector. Shree Narendra Damodardas Modi

Prime Minister of India

PMO, South Block, Raisina Hill,

New Delhi-110001

Sub: Drawing attention towards damaged career of SSC aspirant due to irresponsible recruiting organization.

Respected Sir,

I, โ€œYOUR NAMEโ€ from โ€œYOUR CITYโ€, an SSC-CGL-2013 aspirant, who toiled hard for one of the most coveted posts of SSC CGL. But even after burning midnight oil and rigorous hard work my future is in hand of SSC, whose officials are busy in playing with our emotions and career. SSC not only wasted my year but also shattered my trust on Indian Administrative System, which is not good for the country like India, where 60 % population is youth. SSC has discouraged youth intentionally by over delaying recruitment process, which has led lakhs of youth unemployed across the country. Because of lack of transparency and inactiveness of previous government, youths have lost faith on Administrative System; consequently there is decline in their moral value too. With the formation of new government under modi je, we believe we will get some relief and our eyes are full of hopes from dynamic Prime minister of India, Shree Narendra Modi.

Staff Selection Commission (SSC) conducts various recruitment exams, among this Combined Graduate Level (CGL) exam is aspired most. CGL is conducted in 2-tiers followed by interview, Students qualifying tier 1 exams appears for tier 2 exam and then on the basic of marks scored by candidate, they sit for interview. After final selection SSC offers group 'B' & Group 'C' post to selected students. Around 17 lakh aspirants apply for CGL exam every year and due to increase in unemployment trends is increasing every year. Till 2012, SSC under Kannan Raghupathy Sir (Formal Chairman) completed whole recruitment process within a year, but retirement of Raghupathy Sir changed whole decorum of SSC. SSC under new chief A. Bhattacharyya (appointed on 09 April 2013) could not manage to complete even single exam on time, ultimately resulted in degradation of youths. Condition of CGL and CGL aspirants has become even worse, due to poor decision making and inactiveness of SSC. Just because of dismal performance of SSC around 1.3 Lakh youth lost their precious one & half year and still their future is stuck in hands of SSC official, who are not keen to make things going. Most of the aspirants are from middle class who works hard to make ends meet but their sufferings are overlooked by SSC official resulting in degradation of moral value of aspirants

SSC CGL-2013 Story

ยท On 19th January 2013 SSC Published notification of CGL-13 & around 17 Lakh candidates applied for CGL Exam.

ยท Tier 1 Exam was Scheduled on 14 & 21 April 2013, but SSC could not conduct 14th April exam, as Government declared it national holiday (B. R. Ambedkar Jayanti) and exam was rescheduled to 19th May 2013.

ยท After 19th May Exam, it was duty of SSC to publish answer key and result on time as Tier 2 was already scheduled by SSC. Earlier under former chairman SSC was able to publish result within 45 days of exam but this time SSC could not declare result even after 90 days. Consequently, SSC had no option to postpone tier 2 exam as SSC failed to work cordially.

ยท In the same time there was speculation in some news paper about the miss happening in SSC CGL. Hence a candidate, who was sure about his failure & was making his last attempt (as he reached his maximum age limit) took advantage of this news and filled petition in High court asking to re-conduct tier 1 exam. Later this case was redirected to CAT (Central Administrative Tribunal)

ยท SSC did not pay heed to lodged case and proceeded further with tier 2, which was conducted on 29th September 2013. After this Petitioner (who could not qualify for tier 2) along with some NGO or Coaching institute or with some unknown support proceeded with his case and got stay on results of Tier 2.

ยท Now, comes era of Dates, sometimes SSC was not prepared for hearing and sometimes Petitioner advocate was not prepared. In this whole delay process only sufferers were poor genuine candidates (I am among one of them).

ยท To overcome this genuine candidates from different parts of India gathered in social networking websites and staged a mass protest at Jantar Mantar, Delhi and SSC headquarters, after continuous protest we met Department of Personnel & Training (DoPT) Minister, V. Narayanaswamy, SSC chairman A. Bhattacharya, they assured us that process will be expedited and necessary outcome will be published on SSC website.

ยท In mid of January 2014, SSC updated that they will hold re-examination of both the tier (1 & 2) in 7 cities , after huge loss of one year student somehow accepted injustice and started preparing for re-exam. This was the day when our whole campaign took political color and all our protester changed group photo and made goal to bring, Narendra Modi as PM of India.

ยท After accepting injustice our suffering didn't end as petitioner continued with his case , finally SSC advocate could not manage to argue with petitioner's reputed lawyer, and SSC lost the case. On 24th April, CAT ordered SSC to hold re-exam throughout India as soon as possible.

ยท Students unwillingly accepted this too as between petitioner and SSC date game it was better to accept the injustice and move on with current scenario. But old proverb comes true

โ€œInjustice anywhere is a threat to justice everywhere.โ€

ยท Even after huge time gap SSC could not finalize date of re exam, hence future of lakhs of youth and country is still on cards. We are still waiting for SSC CGL-13 to declare re-exam date.

This whole procedure and working raises some unanswered question on SSC, DoPT & Judicial System of India:

Questions on SSC

ยท Is SSC official so incompetent that they could not decide whether such miss happening could scrap whole exam procedure at later stage?

ยท If they are competent then why they have not re-conducted exam at earlier stage?

ยท Why was SSC mechanism failed in conducting even single exam with transparency?

ยท Even after wasting one and half year of honest candidates why is SSC not showing interest to expedite the procedure?

Questions on Dopt

ยท Why DoPT failed to monitor working of SSC?

ยท Was DoPT not aware of on-going mess in SSC CGL-13. If they were then Why DoPT recommended SSC to conduct re-exam in only 7 cities?

Question on Judicial System

ยท How can a candidate (who failed to qualify), influence the future of thousands of genuine, qualified candidates, who worked hard to get suitable position in their career?

ยท If only cheaters were to be trapped, then it could have been done by conducting one more paper/ exams for selected students, which would have eliminated cheaters. But why re-exam was recommended after a year?

ยท Is there no value of time of lakhs of genuine aspirants?

ยท Is cat decision not injustice to thousands of poor genuine students who are working hard?

With all this miss happening and injustice in government's recruitment drive, I still have hope on our newly appointed Prime minister of India that this will change and good day will come. With this letter I do not seek answer of above questions; my only aim is to make our newly appointed prime-minister aware about the administrative system of India and to take serious note on it. So that such injustice could not be done on coming generation as it hampers the growth of nation. I hope you recognize darkest realities of SSC and will take concrete step to bring necessary changes in working of SSC.

Thank You

Sincerely

An Excerpt from SSC Former Chairman (Kannan Raghupathy) facbook wall Post.

โ€œMr Chavan was the Minister of State for Personnel when I joined as the Chairman, SSC. The SSC is an attached office of the DoPT as per the resolution constituting it but had functioned in an autonomous manner since its inception. Therefore, i did not make any effort to call on Mr Chavan after I joined the SSC but met him in a farewell hosted by him for an outgoing Secretary in the Ministry of Personnel, who is now a Member, UPSC. He appreciated the plans I had drawn up for liquidating the pending work- even the results of examinations held in 2007 had not been finalized- and told me that the Government was keen on implementing the recommendations of the 2nd Administrative Reforms Commission. I told him that I was keen too as its recommendations on the SSC examinations would help in reducing the recruitment cycle by about a year. Thereafter, I met him only twice, first time to brief him about a Starred Question in the Lok Sabha on the revamped examination Scheme for Combined Graduate Level Examination 2010, and next day again when I briefed the Prime Minster on the issue just before the Question Hour in the Parliament. Mr Chavan was keen to restore state-wise recruitment at least partly after he heard from me about the merits of doing so, especially in view of opposition to outsiders in lower category pf posts in states like Maharashtra and Karnataka. He had urged me to bring up the issue before the PM. Often the Ministers like to fire from the shoulders of officers! The briefing of the PM lasted only a few minutes and I did not get the opportunity to bring up the issue before him. Mr Chavan supported me in eliminating manual typing in skill tests of SSC and introducing Computer Proficiency Test for CSS Assistants instead of accepting dubious certificates from institutions offering such courses. He is well educated and is a technocrat. Personally honest- a rare phenomenon among present day politicians- and with an ability to understand and resolve complex issues, I expect him to rise very high in the political ladder in time to come. MR V NARAYANASWAMY Mr Narayanaswamy is a poor substitute for Mr Chavan. A member of the Congress shouting brigade in the Parliament, he attracted attention of the higher ups in the party due to his shouting skills. It was a surprise when he became a Minister of State, that too with important portfolios of Personnel, PMO and Parliamentary Affairs. He is from a village near mine. He was respectful throughout my stay in the SSC and other than that there is nothing to say anything good about him or his performance. He is mainly instrumental for the Civil Services Examination Format fiasco in 2013 and for lack of any effective monitoring of SSC after I left. Bureaucrats took advantage of his limited intellect and concentration of petty issues rather than the big picture. Once when he spoke to me about the transfer of a data Entry Operator, I bluntly told him that I believed that Ministers had better things to do than meddle in routine transfers. I have a few bitter memories of the over two years I worked with him which I will share later when I write about the continuous harassment I faced from a few minions of the Congress, who could not make money during my stint as the Port Chairman, and a petty businessman in Tuticorin, whose unauthorised construction was targeted for demolition by me in legitimate discharge of my duties, since 2006. The electorate of his constituency has fittingly taught him a lesson; he has lost the election.โ€
