first open the image in Windows office picture manager
then click the option Edit pictures on the tool bar
now if u are already having ur image in passport size then click the option resize otherwise select crop
When resizing select and custom width * custom height
and enter random values less than 100 there.
Save the image after modifications.
If u are still not happy with size of the image again repeat the same procedure using lesser values in the resizing part

bhai I opened the photo with paint... there is no edit option showing anywhere... using HP laptop... inbuilt windows7

yr go to 'Image menu'........under go to Strech/Skew........or press Ctrl+W, u will get it
