Applying for F1 Visa from a foreign country

I have a predicament, was hoping if someone could help me...

I am applying for the Full time MBA, Fall 2011 intake in the US
I am almost done with my apps...now waiting for the interview invites and final decisions to pour in, hopefully

At my office I'm asked to travel for 3 months to Germany starting from the end of Apr. So that would last till the end of July.

Now, in case I get an admit from a school (touch wood), there'll be a whole lot of stuff to do for the preparation. There are two things in particular tht I'm worried abt. First, applying for an F1 Visa and second, applying for a loan (thru Credila).

So I just wanted to know if both of these can be handled from abroad. As I'll definitely not have the time once I return.

I do not want to reject the opportunity unless absolutely necessary as they are counting on me and also some extra dough wud help me with my finances.

Can you please share your thoughts on the following:
Applying for F1 Visa from Germany
Applying for loan through Credila from abroad (I'll also have to spk to them)
Do the classes begin ny time before mid-Aug
Anything else that I may need to consider
