what was the cutof last year? and does the profile goes into consideration while shortlisting for gd\pi ?

I know that the previous year cutoffs are higher but should i still apply ? and is there a specific number of applicants selected that determine the cutoff ? does the sectional cutoff come into play during selection for gd/pi ?
