In uppcl for junior engineer vacancies passed 580 but comes only 296 approx 50% . according to this for assistant engineer vacancies passed 395. So for direct recruitment approx 200 vacancies will come... I think they 50% vacancies filled through promotion and 50% through direct recruitment....
