if Pakoda is correct , then there around 1200 people in UR. They all have marks greater than 130. if 600 are going to be selected from UR list, then in other non selected list 600 will be there and in these OBC people will be there.. since they all are having above 130, those people will make ino the vacancy for obc, then only selection from separate obc lists starts.. so to make into final list , obc cut off would be around 128-129
