One doubt....If 137 Marks OBC candididate ( In OBC category ) dont want to join, then that vacancy if fulfilled by 1st UR reserved or 1st OBC reserved candidate...?

Why some OBC category seats is occupied by SC and ST? i think those who cleared UR cut off is considered in UR. But Is this is same for OBC also?SC/ST cleared OBC cutoff also considered in OBC i think so.

I think north region(UP, UK, punjab, rajasthan, HP, MP) have around 20% vacancies. South region have around 40 % vaccancies. I guess people with ranks above 350 will get there prefered region if not exact state.
