Here minimum qualification doesn't mean that the degree should be of (atleast) 3 years, but it means that the minimum qualification should be of (exactly) 3 years. The word "minimum" represents that a candidate can have advanced degree(s) IN ADDITION TO the minimum required qualification. That doesn't mean that the degree can be of 4 years instead of 3 years. In their notification they had mentioned "the qualifying degree/diploma must be of 3 years duration" (notice there was no ATLEAST written before "3 years").

Guys , I have query regarding OBC certificate , according to ssc, last year any year OBC certificate is valid ,but in the imd DV list ,they mentioned that OBC certificate validity must be of within 3 years but I have 2011 OBC certificate what to do?

rules modifying subsequent to examination is not feasible .you must have 3 year degree or dipoloma in the listed discipline.after that you can have any degree thats why " minimum essential educational qualification"

All btech should go for dv as after dv if btech allowed then you won’t be!!
