Can anyone tell about SSC STONO C and D skill test. As I fill the form but I don't know what is skill test as it is given in notification that 100 wpm dictation so what it is ? Is it easy or hard ? Can I learn it ?
Speaker is the head and most powerful person in Lok Sabha. Here we are discussing his powers.
Source of Power: Speaker gets power from Rule of business of house(How to work in Loksabha) and Constitution of India.
Powers:
1. To maintain Quorum: Minimum 1/10 of MPs of Lok Sabha should be present in order to start the proceedings of Lok Sabha.
2. Casting Vote: Suppose there is equal voting over a bill in both the houses. Then Speaker castes the Final vote. Speaker can use this power only in case of deadlock.
3. Joint Sitting: If a bill is passed in one house, But other house is opposing it, then President calls for a Joint Sitting. Speaker heads & leads the joint sitiing.
Money Bill and constitutional Amendment Bills are not discussed in Joint Sitting
4.Speaker can disqualify any MP of the house as per Anti Defection Law 1985.
5.Speaker decides if a bill is money bill or not.
6. Speaker appoints the chairman of any committee of parliament.
7. Speaker also conducts secret meeting in his House.
Deputy Speaker: If speaker dies, or if he is absent, Then Deputy speaker takes charge. Post of deputy Speaker is Not mentioned in Constitution. Deputy speaker is also an MP (member of Lok Sabha).
CHAIRMAN
It is similar to Lok Sabha Speaker. Chairman is the head of Rajya Sabha. Chairman = Vice President of India. Vice President is not a part of either of the house. Chairman has similar powers as per Lok Sabha Speaker except MONEY BILL AND JOINT SITTING.
