Comptroller And Auditor General of India
CAG is Established by Constitution Under part V. It is an external auditor of Government owned companies. Reports of CAG are taken into consideration by Public Accounts Committees(PAC), which are special committees in Parliament & State Legislature. CAG is also the head of Indian Audit and accounts Service. It is ranked 10th and enjoys the same status as a judge of Supreme Court of India in Indian order of Precedence.
Why CAG was formed-
We know that Laws are made in legislature, Once passed, became Bills. Now the fundamental basis of parliamentary system of the Government is the responsibility of the executives to the legislature for all its actions. The legislature is able to enforce this responsibility only if it is competent to scrutinize the activities of the executive.
"Checking of the accounts and assessing the soundness of the financial transactions of the executive is the specialized job for which the constitution via Articles 148 to 151 in Part V makes provisions for a CAG of India."
Constitutional Provisions (Important):-
Article 148: CAG is appointed by President, Gives his resignation to President, And Can be removed by president on grounds of proved "Misbehavior and Incapacity".
Oath of affirmation- Third Schedule, Salary- Second schedule
Salary and condition of work decided by Parliament.
Once left office, CAG is not eligible for a Government/State Gov Job in India.
His salary and expenses drawn upon Consolidated Fund of India
Administrative powers are prescribed by the President.
Article 149: Duties and Powers
Article 150: Format of CAG reports of Union/States prescribed by President.
Article 151: Reports of Union Accounts are submitted to President, President lay them before each house of parliament. Similarly Reports of State Accounts are submitted to Governor, & Governor lay them before State Legislature.
