अगस्त २०१४ मे हुए एक सर्वेक्षण के अनुसार ४२% भारतीयों के पास औपचारिक बैंक खाते नही थे| जिससे वो बैंकिंग सुविधाओं और कई सरकारी योजनाओं का सीधे लाभ नही उठा सकते थे और क़र्ज़ के लिए सूदखोरों पर आश्रित थे| इसी वर्ग को ध्यान मे रखते हुए प्रधानमंत्री नरेंद्र मोदी ने १५ अगस्त २०१४ को वित्तीय समावेशन की इस योजना की घोषणा की, जो २८ अगस्त २०१४ से प्रारंभ हुई| "मेरा ख़ाता भाग्य विधाता" के उद्घोष के साथ शुरू की गयी इस योजना का मुख्य उद्देश्य देश भर के सभी घरों को कम से कम एक बैंक ख़ाता मुहैया करना है|
इस योजना के अंतर्गत, ज़ीरो बैलेंस पर ख़ाता खोला जा सकता है|अन्य अंतर्निहित लाभों मे ३०,००० का जीवन बीमा ख़ाता खुलवाते ही, और डेबिट कार्ड लेने पर १ लाख का बीमा, 'रुपे' डेबिट कार्ड और 'रुपे' किसान कार्ड शामिल हैं| वित्तीय साक्षरता और स्वावलंबन जैसे दूरगामी लाभ भी इस योजना से मिलेंगे| इसके अतिरिक्त सरकार की दुर्गम क्षेत्रों मे रहने वाले लोगों, जनजातीय लोगों और विद्यार्थियो पर विशेष ध्यान केंद्रित करने की भी योजना है |
किसी भी योजना की सफलता सरकार और आम जनता के आपसी सहयोग पर निर्भर करती है|सरकार ने ख़ाता खोलने के लिए ज़रूरी दस्तावेज़ों की संख्या बढ़ाई और वोटर आईडी कार्ड, ड्राइविंग लाइसेन्स और मतदाता पहचान पत्र के साथ-२ मेयर या ग्राम-प्रधान से हस्ताक्षरित पत्रों पर भी ख़ाता खोलने की अनुमति दी | पीएमजेडीवाई योजना के अंतर्गत पहले ही दिन रिकॉर्ड १.५ करोड़ और सप्ताहांत तक ७ करोड़ नये बैंक खाते खोले गये|
हालाँकि, प्रत्येक योजना की तरह इसकी भी अपनी चुनौतियाँ है, जैसे ७२% खाते ज़ीरो बैलेंस के साथ ही हैं, वित्तीय साक्षरता कम होने के कारण, डेबिट कार्ड के प्रयोग पर भी प्रश्नचिन्ह है| लेकिन शुरुआत कहीं ना कहीं से तो होनी थी और ये चुनौतियाँ यथावत रहतीं, इसलिए सरकार और आम जनता को आपसी सहयोग और देश के आर्थिक विकास को ध्यान मे रखते हुए कदम से कदम मिला कर चलना चाहिए | जिससे न केवल आर्थिक छुआछूत मिटेगा बल्कि यह रचनात्मक पहल देश के आर्थिक विकास मे मील का पत्थर साबित होगी |
