Digital India is one of the key programmes of the Modi Government, launched to the public on 1 July 2015. With several business honchos in attendance and promising $3.3 trillion in investment, PM Narendra Modi set out ambitious targets to transform India into a digital and knowledgeable economy, under the aegis of Department of Telecommunication and Minister Ravi Shankar Prasad.
The flagship programme includes three core components: creation of digital infrastructure, electronic delivery of services & governance, and digital literacy. It stands upon nine pillars including universal access to broadband, e-governance, e-kranti and information for all, among others.
Several initiatives have been taken in a bid to interconnect and improve the efficiency of government services. Citizens can register and participate on the MyGov.in platform, employees' attendance can be tracked in realtime on attendance.gov.in, Swachh Bharat Mission is truly crowdsourced through the SBM Mobile App, documents like PAN Card and College Degree certificates can be uploaded and shared across departments on DigiLocker, and anyone with a bank account can make cashless payments using BHIM Mobile App (based on UPI).
Citizens in urban areas have been quick to catch on the Digital fever. However, there are some barriers for the rural population. Of the 10% English literate population in India, only 2% reside in rural areas. Where the language of the Internet, English, has a low literacy rate, Digital literacy itself becomes a far cry. Internet connectivity is not guaranteed to be seamless, if available at all. Concerted effort must be made to not let the incoming generation of users fall victim to petty frauds, while making it more accessible to people in their vernacular language.
It's not all gloom and doom for Digital India as its broad targets are set for completion in 2019 and there is certainly scope and time on the Government's side.
