There are people who talk about cheating cases in UP and BIHAR. They are frustated soul. Koi ek exam clear kar liya inhone thinking that as if they have qualified UPSC CIVIL SERVICES. Be it any exam in INDIA highest no of people selected are from UP and BIHAR.
