The proposal of SSC for Tier 1 to be made qualifying is pending with the Government. The final decision has to be made by the govt. Hence the notification carries the information because as soon as the govt takes the decision, it will be implemented. This may be even from 2015 SSC ( CGL ).
The notification of cgl 2015 had to include this information because no new rule can be implemented retrospectively. Now since this information is in the notification, nothing can bar SSC from implementing this soon after the govt approves it...
Kannan Raghupathy There are Court rulings that any decision to treat an examination qualifying in nature should be notified before the examination is held. Any decision thereafter may be construed as favouring the candidates who secure marks just adequate to meet the cut off. I expect such decisions to be struck down by courts of law as violative of the principles of natural justice. the problem is that SSC could not gey Government approval in time or possibly wanted the provision as a safety valve in case there were large number of complaints of violation of sanctity of the examination as happened in CGL 2013 and 2014. Government servants may like to believe that Government's powers are unlimited. But, there are limitations imposed by Law, the Principles of natural justice and past court rulings. In my view, Tier I can not be made qualifying at this stage. a qualifying examination and a an examination counting for merit require different approaches to preparation. Those who put their heart and soul into preparation for Tier I to secure as high scores as possible will be deeply disppointed and aggrieved if Tier I is made qualifying at this stage.

Considering the difficulty levels of 9th evening and 16th evening shift papers, I don't think that cut off would be more than 100 in cgl tier1 exam.....wat is your thoughts on this puys ??
