Because the pepper only makes the others sneeze not the cook and the Cheshire Cat and the cat keeps on grinning. There is absolutely no basis to say Alice doesn't like talking to the frog, she just found the conversation confusing. Though in all fairness, the conspiracy also doesn't hold much water in terms of CAT.
