RRRBBBGGG divide into three groups first. 9!/(3!)^4 = 280
Now subtract these cases:
1. Where one group has all three same and the rest two don't have all three same.
3c1* 6!/3!3!2!= 30. Smilarly 30+30 such cases for other two boxes total 90
2. Where all three have all three same balls. 3!= 6
280-90-6 = 184
Now subtract these cases:
1. Where one group has all three same and the rest two don't have all three same.

Total 3 cases - example of each case : [RBG,RBG,RBG]; [RRB, BBG, GGR]; [RRB, GGB, RBG]
Counting is a pain in this one.
1st Case
All boxes have balls of different colors --> 1 way
2nd Case
All boxes have exactly2 balls of same color -->
[RRB, BBG, GGR]
[RRG, BBR, GGB]
Total = 2*3! = 12
3rd Case
2 boxes have exactly 2 balls of same color and 3rd has all different -->
[RBG, RRB, GGB]
[RBG, RRG, BBG]
[RBG, BBR, GGR]
Total = 3*3! = 18
Total = 18 + 12 + 1 = 31
