In my opinion , 30 minutes for descriptive is better for those who do not have very good writing skills. Because here is the possibility those who have good writing skills will also not able to write very good english due to time constrain and their marks will also go down. so not much difference of marks between those who atleast qualify in descriptive...last year scene was different....1 hour was more than enough to write descriptive where those students having good command  wrote supreme english, creating much difference from those who did not have.. qualifying marks is 20...last year one students got 21 and other students got 35 creating much difference....but this year due to less time , the scene will be like where one student will get 21 and those having good command will get 27-28
